Co-developing a python project on Windows and macOS encoding issues [closed]

I am developing an application using pycharm on mac default encoding utf-8. When I open the same project in pycharm on Windows, I get scribbles.

I set the encoding utf-8 in pycharm – no changes. What should I do?
